Elected by the elected members of both Houses of Parliament and of the Legislative Assemblies of the States and of the Union Territories of Delhi and Puducherry (Articles 54 and 55). Citizens do not vote directly, so no campaign issues are listed.

- Later elections are projected about five years on. A House can be dissolved early, and simultaneous elections (the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024) would change the dates.
