Proposal: people who litter, spit or damage public property do supervised community service, such as cleaning, sanitation drives, or helping at public hospitals, instead of only paying a small fine.

Already in law

The Bharatiya Nyaya Sanhita, 2023 added community service as a form of punishment (Section 4(f)) for certain petty offences. The open questions are how widely it should apply and how to implement it fairly.

Points to consider

  • Dignity and safety. For example, nobody should be sent into sewers without protective equipment.
  • Fair, consistent application regardless of wealth or influence.
  • Who supervises, and how is completion verified?
