Rivers stay dirty when sewage plants are built but not connected to sewers, or are built but not run. A ring-fenced river budget would:

  • Fund sewer connections and treatment plants together, so every plant gets the sewage it was built for.
  • Pay for operation and maintenance for 15 years in the same contract (hybrid annuity), so plants keep running.
  • Publish each plant's output and river water quality online every month.
  • Tie a part of each city's funds to meeting treated-water standards.

One budget can help several polluted rivers at once: it is linked here to the national river problem and to the Yamuna in Delhi.
