Should there be a clear, published definition of who counts as an Indian citizen?

Touches identity, language or region.
Applied by system
The Citizenship Act, 1955 sets out how a person becomes an Indian citizen, for example by birth, descent, registration or naturalisation. In everyday life, though, no single common document proves citizenship. In September 2025 the Supreme Court said that Aadhaar is proof of identity, not proof of citizenship.
Arguments for a clearer definition and proof
- Clarity would help voter-roll revisions, welfare delivery and public debate.
- Citizens could prove their status once, instead of repeatedly in different offices.
Arguments for caution
- Many genuine citizens, especially the poor, migrants and women who moved after marriage, lack old documents.
- Putting the burden of proof on individuals can wrongly exclude people.
- Past exercises showed how difficult and stressful document-based verification can be.
Questions to discuss
- What should count as reasonable proof of citizenship?
- How can any process protect people who lack documents through no fault of their own?
