Road and construction dust: should cities strictly enforce dust-control rules?

Dust from roads, open construction sites and unpaved shoulders is a major contributor to coarse particulate pollution (PM10) in many cities.
Ideas
- Covered construction sites and covered trucks, with water sprinkling, actually enforced.
- Paving or greening road shoulders.
- Mechanical road sweeping instead of dry brooms.
- Public complaint channel with photo evidence and a response deadline.
Questions to discuss
- Is your area affected? Post a photo and the location.
- Who should be fined: the builder, the contractor, or the authority that allows it?
